That's one way to look at it. Another is that after a normal Texas summer followed by a record breakingly warm fall, it's time to bask in a little cold and recharge the batteries for next summer.
A number of my cousins are Canadian (many of my Irish ancestors, including paternal grandparents, imigrated to Canada first and several stayed), and exchanging kids cross-border for extended stays was not unusual

If I lived up there I'd head south for the winter too. In fact I did, 44 years ago, and haven't been tempted to move back since.
